First-time St. James Parish Council candidate Clyde Cooper scored a local upset when last year when he unseated incumbent Fifth District Councilman Charles “I-Spy” Ketchens. “I can say I was somewhat surprised, but what I heard in the community, it seems like the people were ready for a change,” Cooper said. “It seems to me they wanted someone who would speak their concerns and I believe they had confidence in me that I would be able to produce that for them.
