The St. James Parish School Board failed to approve an application for a west bank charter school that it said contends with existent educational offerings provided by the local school system. The Greater Grace Charter Academy's third application met the fate of the two previous submissions, where the state declined it twice. But a quark in the law allows the application to go before the state’s Board of Elementary and Secondary Education for possible approval thereby circumventing the local school board’s approval process. Local school boards are required to grant approval for charter schools before the schools become operational. Approved charters draw funding from the local school systems’ funds for every student it educates.
